Each (1) Quantity is for 1 UPPER bin and 1 LOWER bin of the same style, which is considered a set.
The upper insert bins in the set sit about 1/2 of the way down the bin. They are 2 1/2" (63.5mm) tall.The lower insert bins in the set fill the bottom 1/2 of the bin. They are 1 3/4" (44.45mm) tall.
The lid still closes properly with the bins installed.
